The EUI was born out of an atmosphere of cooperation, with notable advocacy for a European institute at The Hague Conference in 1948 and the European Cultural Conference the following year, and it evolved simultaneously to the progress of European integration. It was not until the late 1960s that the founding members decided to establish a European scientific institution dedicated to the social sciences, whose main role was to “study Europe” and the cultural exchange between member states. During the following years of negotiations, the founding members decided that the EUI would not teach below the level of a doctoral degree and would be strongly research-oriented.

The six member states – Belgium, France, Germany, Italy, Luxembourg, and the Netherlands – signed a convention in 1972, which cemented their commitment to creating the EUI as a pillar for research and development. The following year Denmark, Ireland, and the United Kingdom joined the group and became involved in founding the Institution. The Institute welcomed its first group of 70 researchers in 1976. Subsequent enlargements of the group, and subsequently of the European Union, were accompanied by the accession of more countries to the EUI.

Currently, 23 countries belong to the EUI: Austria, Belgium, Bulgaria, Cyprus, Denmark, Estonia, Finland, France, Germany, Greece, Ireland, Italy, Latvia, Luxembourg, Malta, the Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, and Sweden.

Poland has been a party to the EUI Convention since 2004.
